Converting Play Area to Garden

I have an area that is about 20 feet by 30 feet that used to be used for the kids' play structure. It has about 5 inches of pea rock in it, but the structure is now gone. There is clay soil underneath the pea rock. I want to turn it into a garden. So, my questions are:

1. Can I leave the pea rock in and cover it with dirt? If so, how much dirt would I need to put over the top to make an effective garden (I won't be growing potatoes).

2. How do I calculate how much dirt I need? Is a yard of black dirt actually a cubic yard?

Thanks for any insight. If this all works, next year I'll be asking you how to keep those danged rabbits away from the garden.
