Can tree-height privet be cut down low and re-hedged?

Our old house has two long lines of privet TREES; judging from the nice thick privet hedge that outlines our next-door neighbor's house, and knowing that the two houses were originally owned by people from the same family, I presume that these lines of privet used to be kept trimmed as hedges.

But now one row is a good 25' tall (and staying there), and the other in front is at least 12' tall.

We're wondering if anyone know privet well enough to answer this question: If we cut the privet in front (which has trunks up to 3-4 inches in diameter) down really short (1'? 2'?), would we be able to get it to fill in enough to make it back into a hedge?
