Renovating Shrubs

I have decided to renovate my shrubs... rose of sharon and cotoneaster.... so I trimmed and pruned. They look great. I added the appearance of making my yard look bigger by taming these shrubs. That was last year.

Now here is my concern... there is the stump area where I cut off branches and trunks... and of course they are filling back in... am I going to have to reprune these areas again and again and again? Is there any way to get these stumps to stop producing? I know there is a sucker spray that inhibits growth... would that work?

I don't want to use anything that will kill the entire shrub... any suggestions? Thanks, Kristi
