Removing rock 'mulch'

Hi!

The previous owner of our house put rock "mulch" in all the gardens. I plan to remove it all and replace with wood chip mulch. The question is how to do it?

I have tried shoveling it but it takes too long. I've heard of rock vaccuums. Do they work? What is the maximum size rock they can vaccuum? My rocks are about 1.5 - 2 inches

I saw a neighbour removing his with a snow shovel turned upside down, like a rake with no teeth. There was still a fair bit of picking to be done, but it did seem to get the bulk off faster.
Any neighbourhood kids want to earn some money?
