If in doubt, perhaps just don't put the newspaper as thick as you usually do. I use it about 6 pages thickness, but in this case I'd suggest 3 or 4. I don't think the mulch will affect them, they will just push through.

If the newspapers are kept moist, the bulbs should be able to push through. I saw a photo in a garden magazine a few years ago that showed daffodils growing and blooming through asphalt. The bulbs were planted by schoolchildren in their schoolyard, but soon after planting the school district covered the area with asphalt. It was an amazing photo to say the least.

Yeah, if you didn't want them there, they'd probably grow up through 6mil plastic sheeting. Plants are amazing, aren't they? If you have squirrels you may want to plant a daffodil bulb with each of your other bulbs. Squirrels will eat all the other kinds of bulbs, but daffs are poison and they can smell them and won't bother them. Cheryl
