Convent garden restoration

I have recently taken over the care and restoration of a 100 year-old rose garden at an old orphanage and convent in our town. This garden has been neglected for about 30 years. I need to bring boxwood down from a height of about 4' to 1.5'. Also, I need to severely prune Holly trees and Yew. I have done some pruning experiments and am pleased with new growth coming in. Although I know it would be better to take things down in stages, can I go ahead and be rather severe. I need to get the boxwood away from the roses (in this lifetime). Any one with experience??
