Clearing a sloping garden area

OK, so here is my problem. I just moved into a new house (San Diego, CA) and got approved by the So CA Water Dept to make the garden drought tolerant. They pay $2 per sq ft to turn into drought tolerant. The one area on the east side of the house is 110ft long by 16 ft wide. It�s also part of a hillside so slopes across that 16 ft section. It probably slopes 1ft in 4 across that 16 ft wide section (so a 4ft slope in total).

The previous owner put some plants in and I now need to get them all out and lay mulch down. This will comply with So CA Water regulations to get rebates as I will no longer be sprinkling every night. So I�ve started to try and get all those plants out and boy it�s a back breaker. I�m just using a pick and shovel. There is no option to get an excavator in this area. My question: recognizing it�s a sloping hill and there is no excavator access, what are my options beyond a manual pick and shovel for clearing this area? Appreciate any help anyone can offer.
