Hardening Off Time

This is a silly question, but I am planning my veggie garden, and want to get my gardening calendar in shape. When a seed packet says to start indoors 4-6 weeks before the last frost, do I move that date up by two weeks to account for hardening off time? Or do I take two weeks after the frost date to harden my little plants?

For instance, if my frost date was June 1st, would I start my broccoli April 27th, harden them for 2 weeks, and plant them in the garden on June 15th, or start them two weeks earlier on April 13th and plant them out June 1st?
