Zone 4 When/How to plant Verbena Bonariensis or buy plnts instead

In have wanted to have Verbena bonariensis in my garden for a long time now but have been nervous to start seeds. I considered starting them using the Wintersown method but wonder if it is to late? I also have a cool basement but no growing lights or seed starting set up (thinking about Park Seeds Bio Dome?) Lastly, I was thinking about ordering 3 plants because that is what my budget would allow with shipping expenses but planned for many more plants so would rather sow seeds.

I had seen a link somewhere in Gardenweb about someone sowing the seeds in something like the Bio Dome then covering the unit with a paper bag to keep the seeds dark..removing etc. But I couldn't find the link again.

I would try some seeds either as a WS or direct to the garden. They do need some cold to germinate.
Or freeze a few seeds in a moist paper towel over night
and then grow in the house.
