I am just a first time garlic grower, so don't take my word for it.
I would pull one garlic and see what it looks like. If it is usable. Then decide. No doubt they will grow back if left alone.

Probably not done developing yet. Mine are at least 6 weeks away from being ready, here ~15 miles due south of you. Personally, I suspect you'll have a tremendous crop next year of smaller heads and smaller, more pungent cloves. Just a guess.

Thats a good question. They might do two things - I'd guess that they'll shoot up another top. If you dig them up and cure/dry them out, you'll have small bulbs, ~probably~ they'll divide into cloves, but might not. But you'll have some garlic to eat.

If you leave them, they might well form up regular bulbs a bit later, but they won't be nearly as big.

I would leave them unless they obviously are not coming back in the next few weeks. Garlic are pretty tough plants.

They'll probably be ready sometime in July.

It is hard to know what to do. I would leave it and watch it. If it dies and doesn't come back then you can pull and cure it. As long as it shows any sign of life and continuing to mature I would leave it. If the bulbs stay small or don't divide you can either use them anyway or replant them this fall and they will form regular size bulbs next year. Like mentioned garlic is a very tough plant. But anytime you have hail damage to anything there is the element of the unknown. After gardening for 40 plus years I've seen some plants rebound I had no hope for and others I felt had a chance shut down. This late you really don't have anything to lose by waiting and giving it a chance. I would just watch them close to see what they are doing. Jay

Thanks for all the great responses. I think I am going to just watch it for now. There are some that I think will make it and other that don't look good at all. I guess time will tell.
