Ok, experts, please help me out with my seeds!

A friend gave me seeds from her gorgeous pink, purple-throated poppies (yes, I can share!) but I have no idea what to do with them. I've researched and heard everything from a surface sow in August to a snow scatter in winter to deliberate planting and watering in March. Help!

Also, Marj's (or were they Barb's?) dark purple/black tulips have set seedpods - crazy, right? I've read that I need to cold them out for 90 days, then vermiculite them up. Has anyone successfully done tulips from seed? How? The pods are out in the yard, should I bring them in for drying soon, or...?
