Can anyone ID this for me?

I am seeing this in several areas of my garden this year, both in sun and shade. Should I be concerned? Thanks!!

It looks like some sort of fungus. Not unusual to see stuff like that sometimes in wood chips. Probably not a cause for concern.

What does that stuff do if you touch it--or water it down?

i agree with GJCore, being in the mulch it's probably some type of fungus, but I've never seen one that looks like that!

It looks a little bit like the "foam" that came out of the "pods" in The Body Snatchers!!! Do you still feel like yourself?????

I should have tried picking the dumb stuff up!!! It's not organic at all, but a nylon-based insulation material of some sort. Dummy me!

At least it's not body-snatcher foam. :-D

I was going to say it looks just like the stuffing from a lawn chair cushion. Squirrels gutted my chair cushions last year and used the stuffing to line their nest.
