Can I plant an aspen after it has ful leaves

I am a new gardner and my neighbor told me not to transplant an aspen after they have started to bud. Does the same go for a tree I would buy from my local nursery? All the trees available right now have full leaves can I plant those safely ?

Sure, go right ahead. Just make sure to water it in well so that the root ball is in good contact with the soil.
