Sugar Pear Tree Not Leafing

Hi. I have a sugar pear tree aka seckel pear tree that I planted about a month ago. It was a bare root tree in a box.

The little fricker hasn't leafed out yet. It's on drip irrigation, gets plenty of water and I applied a slow release nitrogen around the surface of the plant. It's also in full sun.

I've checked to see if its alive and the layer right beneath the bark is a nice healthy green. I tried pruning the existing branches back a bit. Just tonight I took a rock and scuffed the bark in a few places. You know the whole injure a plant to start its growth thing.

I've heard sometimes a tree just won't leaf out, but then it dies. :-(

Any suggestions?

P.S. a shinsenki Asian pear tree that was planted the same day, same drip zone, same nitrogen, already has leafed out.
