No watering flower garden

I want to plant an flower garden that can survive on my natural rainfall. I was interested in what plants would be good in that kind of garden. I love hollyhocks, cosmos, daylilies, sunflowers, daisies, lupins and penstemons.

It at about 7,000 ft... with about 21" of rain a year. but has a dry season in late spring till the summer rains in July. I want flower that will grow without alot of care or extra water.

There is an old empty lot in Flagstaff, AZ that been there for years and use to be a garden... there is a clump of roses ( I think they are Harison's Yellow shrub rose) that is covered with yellow flowers every June.... no matter how dry or wet that year has been.... These are the kinds of plants I am looking for.....
