pine tree fungus??

DD lives in Colo. Springs and has this in their pine tree. Anyone know what it is?? How to treat it? TIA

It's not a pine. I think maybe it's a cedar of some kind. It's hard to be sure from the pictures but I think those blobs are the froth made by spit bugs aka froghoppers. You can just hose them off. They are an herbivore so if you have too many you might get some damage but if you have just a few leave them for the predator bugs to control.

If spit bugs don't fit what you are seeing you should post over on the conifers forum.
