losing buds on roses and zucchini??????

Hi all,

I have been noticing that my new, one year old roses as well as my zucchini are losing buds. It looks like something is just shearing them off, right below the bud. The bud is there one day and gone the next. The plants are not even in the same beds. I have had only one rose blossom and only a few zucchini actually produced. Can anyone give me an idea of what is going on? My hubby thinks it is the squirrels.

I am in Colorado Springs on the east side.
