I don't know about lilies and it has been a very long time since I gardened on a 2nd floor balcony, GarnerGarden.

My first thought would not be aphids but flea beetles. So, I did a little search and soon came across something I'd already read, that onions repel flea beetles. And, onions are in the lily family ...

Everywhere you will get the same info and advice, "look for pinholes from flea beetle feeding." You don't always see them because they are tiny and quick -- they fly ... readily, and I don't suppose that getting up to a balcony would be difficult for them. Do they chew on lilies? I don't know.

I noted that Picasso Lily foliage has small spots on it. Are you sure this isn't just its own natural color?

Flea beetles seem to work areas with good hideouts. I think they spend a lot of time under surface debris. Unfortunately, that's my garden soil, with all these rocks! Not sure how things would play out for them on a balcony...

After looking at it closer, it's not spots. But the weird part is it's like the holes don't go all the way through. There is this strange transparent layer or membrane where the holes stop short.

I've never seen this before, and I have seen regular holes from insects on leaves before. Were they too lazy to finish their bite or could it be hte plant, being so young, repaired itself slightly? At any rate, there are no new holes on the others which are sprouting. It also looks very healthy other than those holes. It's a noodle scratcher, for sure.
