I'd prune it back way back. Cut out the dead out. I would also probably follow some of the pruning methods for lilacs where you cut out the oldest, woody center stalks.

Then I'd see what it did next year and decide whether to replace.

I had some disease on mine that yielded stunted leaves. I cut them off at the ground, and now, 2 years later, they're 3 foot high and seem perfectly healthy.

Oh wow... I'm attempting to propagate a Rose of Sharon from a cutting right now in my horticulture class! Interesting that it was simultaneously brought up on the forum. :)
