Planting ornamental grasses with plastic weed block

We have a rocked in border around part of our fence. The weed block is not fabric, it's plastic. We were thinking about planting some ornamental grasses in there but weren't sure if it would take? Please let me know one way or the other. Thanks!!!

Is it woven polypropylene or solid, construction moisture-barrier plastic?

If its woven, then you need to cut out a hole that would accommodate the mature size of the grass clump - maybe a foot, 18 inches.

If its solid, then you'd need a bigger hole so that the plant would get the necessary moisture. Maybe 2-3 feet.
