I exchanged emails with Robbie Tucker about this, and was advised that the only State that he does not ship roses to is Oregon. I don't think he would mind my sharing his response to me on this subject. Here it is:

"Suzanne:

We do not ship minis to Oregon. That State requires a phyto certificate for each and every shipment. It simply isn't worth the trouble to do that. Some customers have offered to pay the price of the certificate but it involves getting the roses ready and then waiting for an inspector to come out, look, fill out a certificate and then ship. We are inspected regularly by the State of Tennessee and have never had any problems of any kind. It is simply that the State of Oregon told us we were to small to allow an exception. Therefore, no mini shipments to Oregon. I'm sorry for the Oregon customers but I hope they will understand.
