colored dried materials?

Can I use dried materials that have been dyed/colored in a rose arrangement that allows 'dried and/or treated materials'?

I checked with Lew Shupe, the national chair of arrangement judges. Here is his answer:

"You may use painted (dried) line material in modern arrangements and also in Oriental free style arrangements. You should never use the painted, dried lines in Traditional arrangements. You can never use painted fresh line material. The schedule most often will specify when and where painted, dried line material can be used."
