When and how much to mulch roses in the fall

Last year I lost many roses. I realize the bad winter helped, but winter came so fast I didn't get a chance to mulch them.
I am in N.E. Ohio (Cleveland area) and am hoping some of you near here will give me the correct advice on mulching them. Is 3" enough? Do I wait until the ground is frozen?

Go to the Rose Discussion forum and type Winter Protection in the search box at the bottom of the page. Lots of posts on this subject.
