knockout roses only bloomed once

My knockout roses only had a first bloom this year. When the new shoots started to bud, they turned black and died. The plants themselves look green and healthy but never bloom. Some of the knockouts have 1 or 2 blooms.
I don't see any kind of bug on them.
I have about 16 placed in different areas of the garden. Did anyone have a similar problem this year; and will it return next year?

Check to see if you may have a insect called a Rose Midge...

BUT this is just the rose pic part of the forum. For your questions post your thread in the other rose forum below...
