Mini roses

Hi all. Listen,I was in Lowes two days ago and saw some mini roses in containers(some smaller than others) and had a question or two. Now some had more foliage than actual blooms others were full of blooms. I guess I want to know if I purchased some,should they already be loaded with blooms or should they be mostley green foliage now? There was a nice pink one that had three blooms and some dry leaves(just a few),would that be able to 'bounce' back and be a thriving bush this season or no? Also,I have a 27 inch container on my back porch(receives afternoon sun) that I want to either put wildflowers in or roses. If I go with roses,how many minis should I place in that one pot and next winter would I leave them in that container(covered of course)to bloom again the following season or is it best to get a larger bush for that container? I don't know if a full sized rose bush would/should be placed in a container and survive outside over winter.
