Is this Blackspot?

Found this on my mini-roses that are in a large pot and are currently in the garage, where they spend the winter.

This is on several of the stems.
They are just starting to bud, so I don't know if any leaves are affected.

Also forgot to say that I found aphids all over them, too. Could this be insect damage?

Yes, black spot can over winter on the canes. It shows up in dark patches and spots on the canes. Cut off those parts to get rid of it. Insect damage on the cane will break the outer skin and leave scaring.
