I go by the size of the rose when I plant it. New tiny minis get much smaller pots. 10 inches across? The second season, they get moved to bigger pots, maybe 12 or 14 or larger, depending on how its doing.
If you start out with a big plant, then use a larger pot. It is hard to be really specific.
