The Fairy is a polyantha not a mini, so you might get more responses by posting this to the main "Roses Forum". At a minimum, cut out any dead or diseased branches. Then you might try an organic based-fertilizer, something that includes alfalfa to help stimulate growth.

But, I have to tell you that maple roots will over take anything in their path, and those maples are probably choking off the roots of your roses. Just a thought, I have a backyard full of maple roots and only the roses that are farthest away from the tree are surviving.
