Kristen, you don't want to fertilize until you have seen new growth. And, that rose needs to be planted outside (whether directly in the ground or in a pot). See this thread for more answers: Newbie with tons of questions.

What do you mean by new growth? It has about 6 blooms on it right now and there are maybe about 6 more that have yet to bloom. I will definitely get it in a new pot and put it outside. Thanks!

After you replant it, watch for new stems and leaves.

Roses sometimes go through "transplant shock" when replanted, they may droop and lose leaves, and you want to make sure that they are over that period (usually a week), settling in their new homes and starting to grow again before fertilizing.

Ok, thanks! My next question is about soil. I found a link to a website about caring for roses at the link you referred me to. It says soil taken from the ground will not usually work due to poor drainage. What kind of soil is recommended for roses? The site also states that a pot 10-12 inches in diameter and at least 12 inches deep is a good size and that 16 inches deep may be better for a permanent home for it. I was wondering if anyone has found this to be true or is 12 inches deep good enough?

Forgot to ask...I have my mini in a 4" pot that it came in. I'm assuming it is fine to put it right into a pot that is 10-12" wide and 12" deep right?
