Are all minature roses hardy to Zone 4 if I protect (cover) it?

I bought a minature rose from Walmart today (in Minnesota), and the tag does not clarify what the rose name is, but simply states that its ideal temperature is 71 degrees F and that it's Zone 5 and higher.

I believe my tea roses are hardy to Zone 4; I protect them by covering the bottom portion with soil & adding mulch (leaves) over that, and they always come back each spring. My question is, is the minature rose that I purchased hardy to MN (if I protect it as I do my tea roses), or is it expected to not make the winter? It bothers me that the tag stated "Zone 5" or higher. I will be planting this one in my garden, but I prefer to have only perrenials.

I guess that's what you get with Walmart - a good value, but not a whole lot of information when it comes to gardening!
