Does anyone know what this is on my roses? Everyone I asked had no clue...thanks in advance!

Sure, it is called proliferation or "vegetative growth". Usually happens with some varieties with the first bloom in the spring. Attributed to weather conditions or high dose of nitrogen. Snap it off, the next blooms should be fine. Some varieties are more prone to this than others. Nothing to adjust.
