OK, so we know it has to have been bred before 1995. Can you tell us anything else about the rose? Do you know approximately when he did buy it? Is it fragrant? Does it bloom one to a stem or in clusters? The more information you can supply the better chance we'll have of IDing it for you.

I've been looking at some that are pink with a yellow reverse like your picture but they all seem to be too new to be your dad's rose.

I ask this because many people use the word "tea" when they mean "hybrid tea," the more modern classification.

this looks like a hybrid tea, nearly fully open. Which means that the coloration could be darker than when it first opened. Possibly the hybrid tea Chicago Peace, but hard to tell with the bloom at this stage. We would need additional photos (bud stage, just opened, leaves, full plant) to provide better information.
