Yes, they are.

Roses, indeed. My advice is to keep them watered and to not do anything else to them ... simply watch them and see what they look like as they grow and develop. If these are once-blooming roses (meaning that they produce flowers only once in spring or early summer) you may have removed the material that will make this year's flowers when you cleared the area last year, and it may be next year till you get flowers.
