PERHAPS 'Manettii', a rootstock cultivar. Maybe the scion died at some point.

Not my first guess for that flower, but there could be some resemblance in the plant.

Walked by a 'Manettii' in flower yesterday that looked like your picture.

...instead of the Rosa x alba that was grafted onto it.
