The photo doesn't tell us enough to begin to guess about its ID, sorry. Thorny/not thorny? Shape of thorns? Blooms in clusters only at the ends of canes, or all along the canes? Does it repeat all summer long? How large are individual blooms? What do the leaves look like, are the large, small, serrated along the edges, prickles on the undersides, glossy or matte? Lots of info we still need, please.

Looks (and sounds) like a musk rose (Sec. Synstylae species or hybrid), might not be reblooming anyway so you should probably leave the flowers and hope for a nice hip display. Maybe it's a even an unnamed seedling someone grew or that popped up on its own right where it is.

With both razor wire and large rose that wall is probably pretty secure, although it's apparently not stopping the birds.

Agree it's in the Synstylae group, whatever it is. Some of them can grow 20'-30' high, although most do not.

Here's another photo. I haven't been able to spend the time observing and writing down all the characteristics of this rose, but here are the obvious ones.

Small glossy leaves, and no fragrance. The blooms are in clusters at the end of long slightly floppy canes. It is a very thorny rose, with large and (youch) microscopic thorns. The flowers start out white, and "fade" to this interesting mottled pink.
