I'm wondering if it was grafted on 'Manetii', which has replaced it.

I don't know, but when I contacted the nursery they went and checked the rest of their "Festival Fanfare" stock and discovered that ALL of them looked like the one I got, so therefore the supplier sent them a whole batch of mislabeled roses. It does look like a climber but it's just a band so it's a little hard to tell. I plonked it in the ground and it's doing fine and has some new growth, so time will tell I guess.
