Is this a rose bush?

I moved into my house in May of this year, and the previous owners had cut several bushes down to ground level. Later that month a single rose bloomed under our deck - it was a fuchsia color and was attached to what seemed like a solitary, pretty wimpy stalk. It got pulled up when we were doing some weeding.

About 10 feet away on the side of the house, one of the bushes or shrubs that had been cut down started sending up new stalks. I think it's some kind of rose bush because of the thorns and leaf shape, but there haven't been any other blooms. I'm attaching a couple of photos for reference.

I know nothing about roses other than what I've gathered from a few google searches. If the new stalks are part of that same plant, I guess it's a rambling rose bush? The new stalks are getting pretty tall - one is probably close to 10 feet. Should I prune them back to encourage blooms next year? Leave them alone?
