When would you do your first fertilizing? That's when you would apply the "tea".

You don't need it to ferment or grow bacteria, this isn't necessary to have an effective "tea". The "tea" is made to release the growth hormone Triacontanol, but it doesn't take long, only a couple of days. People who leave it longer believe that it has to smell in order to be effective, but that isn't true. If it smells, it has become anaerobic (lost oxygen), and stirring can help.
