Reapply Cornell after rain?

My roses have slight cases of balckspot and mildew.

I applied the Cornell formula Friday and it's rained all week. Should I reapply?

If water still beads up on the leaflets (they still have a coating of horticultural oil, like wax on your car), you can wait a couple of weeks.
