Black Spot

Since they've banned residential pesticide use here in Ontario (Canada) we have no choice but to go organic which is fine, except when it comes to black spot. My hybrid teas, and my climbing rose which was my mother's from ages ago aren't faring well. I grew the roses organically for years, never getting a hold on the black spot, and finally went to the chemicals for a few years and they were doing well. Now that we can't buy the chemicals anymore I'm back to square one again. There has to be some way of treating this. If I keep picking off the leaves as I did one year, I'll be back to leafless rose bushes. I understand about the conditions they need and too much rain and all that stuff but for crying out loud we've been pretty dry in southern Ontario and the leaves still have black spot. I fertilize every year, they're healthy, they get trimmed every year and thinned out when needed. Help me.
