Do you have a picture of the larvae? I have white tiny worms in the soil of my potted roses and am wondering if that's sawfly larvae.

The larva of the sawfly will be on the leaves not in or on the soil until they are ready to pupate and then you would not see them. Wee, white thingys on or in the soil are something else.
