Can you tell what did this?

I'm new to roses and am trying to figure out how to keep them healthy. I haven't seen the bugs doing this damage but thought someone here might know the cause and be able to advise what I should do about it. Hmm, I'm assuming it's bugs, both for the holes in the leaves and the dessicated parts of leaves. DH has been spraying with "soapy water".

Sawfly larvae, aka rose slugs, are the primary suspects. See the thread linked below for more info.

Ah, that does look like the culprit. Will start looking for those fellows and then squish or spray. Thanks for the help!
