What is this on the roses that looks like cotton....I don't see any bugs, but are they there? Will it kill my roses? Also, some of the leaves are getting bright yellowy-green spots on them, help!

Wow! All my googling did not find this. But now I think I have blackspot or rather my roses do. Leaves have some black places on them and are turning limegreen/yellow and falling off......help! Kiki
