Young bud dried off!

Hi,
I am a newbie on growing rose, just hope you guys can give me a hand...
After transplant my rose(Dwaft-bough from nursery) from 4" pot to an 12"pot, I reallise that those tiny young bud begin to dried off and drop! I am wondering is it not enough water?or too much sunlight(Mornig sunlight-4 hours)? or too much fertilizer?

| Hello, probably just a reaction to transplanting, but there are some roses that will just drop a certain percentage of their buds, especially in the early season. |
