Brown Spot buds?

Hello on a few of our roses some of the new buds have big brown spots on them - like small brown holes on the sides of the buds. These are not the roses we had a problem with catipillars - the foliage is fine. No aphids or other bugs are present unless they are coming out at night.

What could be causing this? Can what can we do to prevent this from happening? Its sad - we get excited to see a bud and then next we will find these brown holes.

Could be botrytis which is a fungal infection, or thrips which are very very small insects. But neither will leave distinct "holes". That's a sucking chewing insect of some kind like a caterpillar or grasshopper.
