Is it too late to apply composted horse manure?

I got some recently from a friend who has horses of course! Would there be any repurcussions applying it this late in the season? (or for that matter, any other fertilizer?)

In zone 9, there's no reason to worry about stimulating your roses in fall. If it is very hot and the roses aren't getting enough water, you might hold off a while.
