Growth at wrong time cause disease?

I did the usual dormant pruning in January and I did spray with sulpher. But Last spring the usual fantastic flush of rose blooms didn't happen. There were fantastic amounts of new growth and buds, I was anticiptating a wonderful sight.

However almost all the roses experienced botrytis blight and powdery mildew. I had to deadhead most of the spring flush without seeing any roses even opening.

My question is, could it have been a 4" manure and wood shaving mulch applied in October and early November of last year that caused this?

This was the first time my garden recieved this thick mulch in the fall, and the first time botrytis blight and such a bad case of powdery mildew ever occurred. I was wondering if I should avoid mulching like this this time of year. Perhaps I should mulch in early spring instead?
