Rugosa seed question

I read on one of the breeding sites, which one I can't remember, but it mentioned that rugosa are not self fertile, so if I have OP seeds, would they be Hybrids, or just plain rugosas?

If it is a pure rugosa and there are no other rugosas nearby, it is my understanding that the vast majority of the seeds will be hybrids. I say "vast majority" because many of nature's laws are "first approximations" and not absolute.
