Late start dormant cuttings

I am getting a very late start on some dormant cuttings, but with the weather we have had, I do not think it is out of the question for it to work (I hope).

My question is, with the snow we may or may not get for the rest of the winter, as well as the spring rains, 'should' it be safe to use potting soil that has quick release and timed release fertiliser in it? I am think that the strength should be washed mostly out of it so that by the time roots form, it would be very mild.

If this does not seem like it would work, I could go out and get more, it is just that I have a partial bag of this and was thinking this would be a good way to use it up.
