rooted cuttings

Hi,
we have an unusually warm winter but there`ll still be some frosty nights - nothing drastic I guess. I have rooted cuttings from last fall in rather small pots in the staircase of my house ( cool-cold, some filtered sun). When should I replant them? Wait until last frost? I haven´t had ownroots yet - is it better to put them into bigger pots for now? Or into the ground?

I would repot them now and let the root systems develop.

There is quite a difference between the root system of a band versus a one gallon plant. I have been really pleased at how well my potted roses' root systms have improved over the winter. They grew vigorously indoors and a little more slowly in the coldframe.
